It seems that Paul, in writing letters to be read in his churches (1 Thess 5:27), cultivated them as an audience for written material shared orally. In that he quoted the LXX occasionally, he promoted the reciting of Greek versions of Israel's Scriptures as well ("one has a psalm..."). He also generated curiousity: "the Law and Prophets bear witness" (Rom 3:21) exactly where and how? What are the full range of commands and predictions of Jesus (1 Cor 7:10; 1 Thess 4:15)? Where demand exists, supply will follow, and according to Luke's author, there came to be "many" suppliers.
